VA Tech Massacre Shooter: Prior Arrest?

According to this Fairfax County police report, a number of arrests are attributed to "Cho, Hui" and "Cho, Sung," Both common spellings of the VA Tech Massacre shooters official name, Cho Seung-hui. The arrests are traffic related, and are within the local area of Cho's official residence in Centreville, VA.

I'm probably totally wrong. But if I'm not, I'm the first person to make this connection.
